Because it is not that simple in Russia. Police officers, especially in Moscow, are scared to intervent when there is a high risk of meeting someone with power. It will look nice on video, but then these officers can have personal problems like losing job or closed doors for further development in work. The sticker guys have Putins approval so they are safe. Russia is a specific country.

I drive a metro bus in Seattle and during rush hour regular cars aren't allowed on 3rd ave in downtown. They have two motorcycle cops and two police cruisers whose only job is to drive back and forth giving people tickets. It's awesome.
