I don't know Peterburg but i lived in Moscow for a long time, the reason is a loooot of cars and roads meet at joints but no smaller roads as an alternative. Plus, there is a river in the middle of the city and these small bridges make everything worse. Plus you cant change anything in the center of the city, all is set many years ago, for example you cant make roads wider. Plus uneducated and/or bully drivers. There should be a way for the cops to look up these people and see if they ever did this before. Keep driving on the sidewalk and your fee will double every time you do it or something like that to encourage them to stop doing it. Either radio the car in or check their laptop if they got one in their car. Repeat offenders should be shown no mercy.
