They gave him a .25 damage boost lol. Meanwhile Luffy got almost a complete 1x boost. Bullet should've gotten at least a 5.25 for himself.

Before I start level limit breaking characters can someone tell me one thing? So do you just have to invest to get them to be able to go to 150? Or do you actually need to level them to 150 to get the bonus effects?

From my understanding you just need the unlock effect. The levels are just there as a stat boost
