I haven't watched the movie in a while, but from memory, the idea was that the chief of staff (Alexander? the guy with the white hair) thought that the VP wasn't "corrupt" enough for their schemes, and wanted a way install himself as the president. Their plan was to send the VP away on a good will tour to Africa while they schemed, and then implicate him falsely in a corruption scandal (that they were responsible for) and remove him, then they wanted Dave to nominate the chief of staff as the new VP and then have Dave fake his stroke and "die" so he becomes president.

While the president is still alive (but incapacitated), the vice president can take over in an acting capacity, without a swearing ceremony. As Xalgucennia pointed out though, they had other plans and wanted to keep the façade of the president still healthy.
