I think the symbolism is that the pure of heart doesn't imply that one has none of the sins, we all do. But the pure of heart can overcome these flaws and come out the other end better for it. It is like with the spear of destiny from Legends of Tomorrow season 2, the spear didn't need someone who had never wronged, but someone who could overcome their darkness

People praise the use of Shazam's Wisdom of Solomon...but really Billy is no stranger to Envy. It's been his flaw this entire movie. Billy was envious of a lot of things, that's why he took being a hero so strongly and, at first, very selfishly. It was the first time in his life he didn't feel small or powerless and he could do something he always wanted: find his mom. But wisdom doesn't come to those who don't learn their lessens. Billy learned his lesson. Dr. Sivana never did.
