Not likely, people have been killing tigers for many different reasons for multiple millennia before the book came out. As soon as humans and tigers met, they've killed each other. Tigers killed people mainly for food, sometimes in self defense. Humans killed tigers usually in defense, but also for food, and for their pelts, as well as in defense for their livestock.

But Bagheera being the fun cat and Baloo being a strict disciplinarian is true to the books, something Disney flipped around. Shere Khan also has the club foot that keeps him from hunting wild animals, pushing him to hunt cattle and into conflict with humans. Again, something other movie & TV versions of the Jungle Book choose not to incorporate
