Possible intervention by Rwandan forces in demonstrations in Maputo The presence of Rwandan forces in Mozambique to repress popular demonstrations, if confirmed, could violate norms of international law, especially with regard to sovereignty and non-intervention in the internal affairs of States, as provided for in the United Nations Charter (Article 2, paragraph 7). Without a mandate from the UN Security Council, such intervention could be considered illegal and subject Rwanda to international criticism. Furthermore, involvement in repression of protests could negatively impact Rwanda's reputation, undermining its role in peacekeeping missions and its image as a regional peacemaker. Another relevant aspect involves human rights. The use of excessive force to control demonstrations could constitute an abuse of rights, violating principles of International Humanitarian Law. In serious cases, international organizations and NGOs can press for investigations or even intervention by the International Criminal Court, responsible for crimes against humanity. Such involvement could also jeopardize Rwanda's relationship with international partners that support its regional operations, such as the European Union, which could reassess its support. Rwanda therefore risks damaging its diplomatic relations and being held publicly responsible, which would imply justifications and commitments to end its intervention.
