They are working on an actual Kai 3 but I'd say this is basically just straight up Garlic Jr Abridged- I imagine this is about the length and content they would have given it if they actually abridged it originally. And it makes sense since their original take on it was closer to a Kai gag than a regular TFS episode.

Yeah Kai II.9 is a reference to how at the end of the Kingdom Hearts III prologue, it intros the game with "Kingdom Hearts II.9" as a joke. Also the joke here is that the episodes they're abridging here are filler episodes, and Kai doesn't have filler episodes.

Garlic Jr. arc was the first thing I ever saw of DBZ. Specifically, Piccolo pretending to bite Krillin. I enjoyed that part enough to check out the rest of the series, but never saw more of the arc. Honestly, I think I'd like it because it does some interesting things with Goku not being around.

You never saw the Garlic Jr arc? I think you should, at least to get to know what it's about. I'm not saying it's good. It has a couple of non-trivial problems holding it back, and even by Dragon Ball standards it is very weird. But it does some things right too (not having Vegeta or Goku around is kind of a refreshment), and if you see it as a small Toei-only story similar to the Z-movies it holds up quite well compared to those. They probably should've made it a movie instead of adding it to the main series though.
