Thanks for the laugh. You do understand that is how tax works?! We pay income tax and when we spend money, (usually) we pay VAT. There’s inheritance tax. You pay fuel tax when you fill up your car. This is not unusual!

If parliament is sovereign then they could pass a simple one-line bill saying: "notwithstanding the powers held by the London mayor and his desire to exercise these powers, the ULEZ shall _not_ under any circumstances apply outside of this (map defined) area in central London." That would - in one stroke - make the expansion of ULEZ illegal and therefore unenforceable, wouldn't it?

TFL is it a limited company? If so then when did it become legal for a company to charge fees (& fines) to individuals who are not using their services? In fact they are charging where they do not have any of their services, (whether tube or bus). The only other known enterprise to so this is the BBC with the licence fee, but even there you are allowed to watch non BBC channels if they are not live broadcasts!

I originally come from Orpington in Bromley. Not only does the place seem like paradise in comparison to many parts of London, one of the first things one notices is the vastly superior quality of the road surfaces, lack of 20mph zones, and the almost complete lack of any speed humps. You also notice that the drivers drive more safely and courteously than just about anywhere in the world, and the houses are almost invariably well kept even more noticeably, in areas that not so long ago were among the poorest and more petty crime-infested parts of Suburban England. All hale to Tory councils. Just a crying shame the same can't be said about Tory central governments. The only way that these can be distinguished from Labour ones is by the Labour versions becoming even more treacherous and insane with every day that passes.
