7812 ic heats to much when step down from 30volt or 19.5v laptop charger after sometime heatsink get too hot,,,lot of energy is wasted in heat n efficiency of 7812ic declines

Why couldn't the second build be used for wind turbine? It works for solar panels, is it because in wind generation the generator would over heat if the output was stopped and it needs to have a dump load of some sort?
