Honestly, IDW Soundwave is my favorite because by the end of the series, he,Thundercracker, and Megatron are the only decepticons who actually want peace, and he allies with Optimus and the humans to attain that peace.

@@TheGodOfFictionas far as I know of, he didn't really care about the decepticon cause, nor peace. He just wanted to be king of cybertron. Now that might change as I have only read the IDW Phases 2 and 3 hardback collections completely( my library doesn't have any of phase 1) and as such missed the last several issues of the series. But at least in Phases 2 and 3, starscream chose leadership over his fellow decepticons, and then committed murder and framed several bots just to keep his position.

I honestly think if Soundwave somehow became a prime after stealing the matrix, that would make for a very interesting and somewhat intense story for him. Mainly because the matrix, at least in the aligned continuity, was something Megatron thought he deserved himself. So to see that his most loyal decepticon is worthy and might have goodness in him after all would surely send him over the edge some kinda way, all while Soundwave slowly but surely realizes his mistake joining the Cons and works to end the war

I like how soundwave can be seen as the most sympathetic of megatron’s inner circle. Megatron’s a fascist, warmongering dictator, who has attempted genocide in a few continuities, Starscream is typically a Traitorous backstabber who will do anything for power, Shockwave is completely amoral, and has a mountain’s worth of unethical experiments to his name. Soundwave is comparatively far less horrible

I'm going to assume that the Decepticon command structure was similar to He-Man's Evil Warriors, where there's a nominal second-in-command (presumably Starscream) but really any ambitious lackey can operate in that role as needed. That, and elevating Soundwave to #2 proper could have motivated Soundwave to be less loyal if he's just one assassination away from being in charge.

In many continiuties Starscream is second-in-command and Air-Force Commander. Soundwave is communication officer and seems to have a role of adjutant of Megatron. Soundwave usually extremely loyal to Megatron, they are even described as old friends from before the Great War from time to time.
