There are whole regions and many towns in the mountains far above 8,000 feet, with many people living in them, and plenty of hospitals and other places you could find all the supplies and cobalt you need.

Putting cobalt on top of full metal jacket bullet? First you increase the size of bullet causing jamming and explosion of barrel which is not pleasant. Second, even if you are lucky and bullet passes throw the barrel the hardness of cobalt compare to the copper is so much harder that your barrel will wear out after a hundred round. With that type of barrel you can not even hit a barn next to you.
