Maybe the threshold for transformation is higher in the feet compared to the upper part of the body, that is a greater amount and prolonged exposure of water is required to convert the lower part of the body (feet) compared to the upper part of the body (head and hands). Just a theory.

8:02-9:05 Actually there's a third easter egg too. The number of the train carriage that Giulia and Luca aboard is Pixar's address back in California. Also, Giulia's design is kinda like Ivy Sundew from this little Disney show called Amphibia. And her shirt has the same colors as Phineas' from P&F.
