When GOI announce MSP for Rice or wheat, is it mandatory for GOI to buy every grain of rice or wheat which is not procured by any other pvt firm.?

No it depend on condition and factors like last year GOI procure rice which is ruined by rain but it also get rejected during selling in mondies and also if larger farmer do protects than it will be on GOI decision
