Was thinking hard about going there instead of the DMZ at the other end of Korea and the Dora observatory cause of its remote and quietness and the East Sea/Sea of Japan at the end of it. What is the backstory as to why and how that Korean tourist got shot back in 2008?

I don’t know but it sounds unlikely that a 53 yr old woman was making a run to N Korea early in the morning. Witnesses say she was out walking and viewing the sunrise. She also had to cross a 3m fence to get into the “no go” zone.
