Does Mthuli have final say on financial issues of Government? Dont think that he willingly authorised all those expenditures on infrastructure which have been going on, and also the expenditures on vehicles for chiefs. Mthuli understands the issue of public finances which is why he has been trying to introduce new ways of raising moneys for government. The majority of people do not pay taxes in Zim, yet people expect good service delivery from government
