Investigate the CEOs, especially the current CEO and the board. The wrongdoing goes back before the current unity government took power. CEO appointments have been at the pleasure of the minister. Saravanan appointed Shahul, and things have gone downhill since then. This did not happen overnight. At one point, around a year or two ago,it was reported that Shahul was under MACC investigation. Nothing happened as a consequence. While I applaud Steven Sim for doing the right thing, he also waited too long to act. Even then, only after the PAC and the Auditor General issued their reports. The 2 ministers before Steven Sim signally failed in their duty. The board needs to be reconstituted with people of integrity. The current board has signally failed in its duty. The board and the CEO must be held accountable.

Sorry that's not right. There's a concept called articles of association - if it's not HRD's purpose to go into investment it is actually ultra vires to misuse company funds, even if no one directly / indirectly benefited. Company law. Find a lawyer. Articles of Association are internal documents and rules to specify the regulations for a company's operations and define the company's purpose. It outlines how tasks are to be accomplished within the organization, including the process of appointing directors and handling financial records
