I completely forgot that the A-4N didn't have the JFS. The JFS (jet fuel starter) was an small turbine engine, similar to an APU, that is used to spin up the J52 to start it. I used to work on the A-4Ms that had the JFS. Not needing to use a huffer was a convenience!

Almost certainly an electronic warfare pod of some sort. The turbine being used to generate power.

It's a modification the Israelis put on their Skyhawks. Supposedly it helped with reducing heat emissions.
