Reas was made by the author Jin (with that name). If you are referring to Schlussel, she is the HD version made by 22B (who called her Schlussel).

@Mikagon You can find it if you google randomselect IIRC. You can also google "elecbyte" as I believe they are hosting a new version of Mugen there. You might have to do some browsing on Google though just to find the old version or you can try finding it on esnips. Frankly, I recommend using Google and see if you can find it at a legit website compared to the latter choice.
