Yes they do, when we went bcz of lockdown it was closed, there is counter there for free singapore tour, you can ask anyone at the airport there , they will guide you and there are only 2 timings, so as soon as you land pls enquire and book and keep!

I have booked mine through Singapore airlines and both my tickets the one from India to Singapore and Singapore to Bali have the same PNR, which means I don’t have to pass through immigration at Changi and hence I don’t need a transit visa.
