I would add Subaru to that list. Organising the police force in such disarray as to give the gangs practically free roam of the city to commit crime as and when they liked. On the fourth day for instance Watame was actively trying to predict where the criminals were going to strike next and heading in that direction, and was redirected at least half a dozen times immediately before the store she was heading towards was robbed. Towa tried to convince Mumei that the 変 is 愛 (ai, love) and read it as "aitai", which is normally a totally different word: 会いたい (literally "I want to meet (you)", or also "I miss you").
