Why would you think the UI that looks pretty much like a regular inventory, has your hotbar slots at the bottom like a regular inventory, and is opened via the same key as the regular inventory, would work differently for some reason?? It uses the same design language as any other UI. What else could you possibly do to make that any clearer?

Interesting. I didn't know you could direct drop things into your inventory. The way I always worked creative was by dumping my quick bar (either into my inventory or on the ground), then refilling it as I worked.
