We're hearing from Manhattan DA Alvin Bragg, after prosecutors alerted former President Trump that he could testify before a grand jury if he wished. Trump is very unlikely to do so, but such an invitation is almost always a sign that an indictment is incoming.

It's not an interpretation. The target of a grand jury investigation is not "subpoenaed", he is "invited" to appear and tell his side of the story. The target is under no legal obligation to comply, it's simply procedure to comply with Fairness Doctrine requirements. Once the refusal to testify is official (this week), then the DA is free to wrap up the investigation, consider his charging decisions, then go to the grand jury and ask for indictments.
