Have you not repeatedly heard that Baganda and Banyankole are deadly enemies bent on finishing each other anytime now? Don’t you daily hear that President Yoweri Museveni and Kabaka Ronald Muwenda Mutebi of Buganda are even deadlier enemies?
Whereas many oldies in Uganda know where such attitudes can lead us, they are not telling the youngsters, perhaps hoping to benefit from the Armageddon.
That is why OwanaPaedia is taking you back to 2002 when Janet and Yoweri Museveni hosted Kabaka Ronald Mutebi at Rwakitura. The exchanges between our snub-nosed and sharp-nosed communities on that historic day should leave you wondering whether what you have been hearing is not simply the work of the Devil…and if it is the Devil, you should know what to do…

Thank you so much however even two brothers can love and show each other affectionate gestures especially in public yet they may have fetal differences behind closed doors. A federal system of governance effectively solves the problem by establishing respectful boundaries between them but symbiotically work together with mutual respect for each other. Thank you so much Mr. Owona for sharing this with us. Though I have a million questions on what corrupted this beautiful relationship. I think there has been mistrust, pride, arrogance and intrigue on both sides; (The president and the King should have laid all strategies to have this strengthened), there has been no deliberate effort taken to remind each other of the beauty of cementing this relationship. Though I do appreciate the 370 cows given to the Kabaka. This alone made a huge statement about love and unity. May the Lord Jesus heal this strained relationship.

Today we see Museveni mistreating our traditional leaders, recently the president said to our Katikiro that "this Katikiro" if u can remember the coffee bill at nakasero state Lodge, even the interpreter was socked because she couldn't say thing but again we can work together as Uganda if we respect everyone's and every regional demand u can read 1962 Constitution which provides for federal states

Now the Movement is determined to strip Buganda of its identity. Am sure you heard M7 express his disdain for the region countless times.

Times flies indeed! A lot has changed since 2002. Look at the security detail of the Kabaka and the President. Both of them were ambushed by the guests at the end of the function. In present day Uganda you can hardly get that close without authorization. And currently those 2 to be on the same public function with a big attendance their security would be doubled.

@OWANAPAEDIA
@OWANAPAEDIA 3 жыл бұрын
No one at that time (2002) complained or even thought about who should have invited who, but those with the advantage of hindsight can raise it now. At your age Mr. Owana dont you know that relatiinships fall out. As a historian can you also show us the funcrion when Obote Milton and Kabaka Mutesa had "OKUTTA OMUKAGO"? And tell us where it ended. People power.......
@OWANAPAEDIA
@OWANAPAEDIA 3 жыл бұрын
Kojja Nsubuga, I did not know that the capacity to know that relations fall out requires age but if it does, I am more than qualified. So, at my age I know that relationships fall out, to use your exact words. If you stick to the strict meaning, Obote and Muteesa never 'KUTTA MUKAGO'. However, without that 'mukago', Uganda's independence would have taken longer in coming and perhaps Uganda as a united country would most likely exist in a very different form. The 'mukago' ended when the rather selfish agreement between two powerful leaders ceased to have value for their different followers and the rest is history. I cannot show this 'mukago' function because I don't have the footage, and I doubt if it exists. Did you end with 'People Power'? Make sure 'People Power' does not thrive on relationships falling out... Thank you kkojja!

Then why, when Our punishment came to them, did they not humble themselves? But their hearts became hardened, and Satan made attractive to them that which they were doing. So when they forgot that by which they had been reminded, We opened to them the doors of every [good] thing until, when they rejoiced in that which they were given, We seized them suddenly, and they were [then] in despair. So the people that committed wrong were eliminated. And praise to Allah , Lord of the worlds.The Noble Quran,Surah Almaidah verse 43 to 45.Think!

Who are they fooling? Since 1986 this regime has adamantly refused to listen to what the Kingdom of Buganda, let alone the rest of the country, has to say about the direction of our country. We have time and again petitioned them to reinstate the legitimate 1962 Federal Constitution of Uganda, which would have empowered our 15 provinces to take care of themselves as unanimously agreed at independence, but to no avail. Instead we have districts scattered all over the country we have never asked for, which are not accountable to their constituents at all. They are only a means of exercising power and control over the people of Uganda by the Central Government in Kampala. Not only that, a new illegitimate republican constitution of Uganda was promulgated on the 8th October 1997, despite 80% of the Uganda demanding the reinstatement of the legitimate 1962 Constitution of Uganda and the Uganda Federation - the only legitimate system of governance Uganda has ever had, until it was abrogated in 1967 without our will and consent. What we have today is their self-serving agenda for 34 years and counting, by which Uganda is going nowhere. As long as the Central Government in Kampala remains the municipal and local government all-in-one, there can't be any self-government to speak of in Uganda and therefore GOOD GOVERNANCE, which has eluded us since 1967, will never be achievable. I could go on. This regime has a choice to make. They may decide to step down immediately and hand over power peacefully or hang on to the end, which will not be pleasant. "Those who do not learn from history, are doomed to repeat it."

The “15 provinces” you want Uganda to be governed under will deny your country peace forever. If you care to name the ‘provinces’, you will find that the Bamba and Bakonjo are by law subjects of the Omukama of Tooro, which status the two communities began violently resisting even before independence. The father of Omusinga Mumbere (Bukonjo) and the father of Omudhingiya Kamya (Bwamba) defied the Tooro Rukurato and paid dearly for it. And that is just one ‘province’ of those recognised in 1962, yet there are other serious trouble-spots. The late Joseph Kazairwe, father of veteran journalist Henry Ford Mirima was a member of the Buganda Lukiiko representing the Lost Counties. One time he decided to speak his native Runyoro in a Lukiiko session and was jailed for insubordination. These things look simple but have long-term effects. Take a look at the provisions of Decentralisation, which Mengo had wholly embraced but later rejected. Take time to study how and why Decentralisation was first accepted and subsequently rejected. We must chart a way forward. On 15th September 1986, Abataka ba Buganda met President Museveni at State House as part of a series of meetings. Leading the discussions was the late Omutaka Nakigoye Rev. Prof. Yakobo Gwayambadde. In opening, they demanded the return to Uganda of Sabataka Ronald Mutebi who was still abroad, before any meaningful talks could go on. In reply, Museveni revealed, “Munsonyiwe obutabategerezawo, naye Omulangira Mutebi yakomyewo jjo ekiro era ali wa mukwanogwe Patrick Kawooya e Komamboga…” Continued discussions with all stakeholders led to an act of parliament that lifted the ban on traditional rulers and led to the 1993 coronation at Karuziika (Tooro) and Naggalabi (Buganda) in that year alone. Later, the NRA/UPDF vacated all Buganda premises Uganda government had taken over from 1966. Although they were not appointed as tribal commissioners, the Baganda on the Odoki Constitution Commission were:- Rev. Dr. John Mary Waliggo*, Mr. Med Sozi Kaggwa*, Mr. Aziz Kalungi Kasujja*, Dr. E. Khiddu Makubuya, Prof. Phares Mukasa Mutibwa, Lt. Col. Serwanga Lwanga* and Prof Edward F. Ssempebwa. Those with a star are dead but those alive will surely be surprised to hear, for instance, that 80% of Ugandans demanded for the restoration of the 1962 constitution! Their report is on constitutionnet.org/vl/item/1995-uganda-constitutional-commission-report, a mere click away. A careful perusal of the 1962 Constitution reveals provisions over which some of our ancestors actually shed their blood. Article 3(2) states, “The territory of the kingdom of Buganda shall comprise those counties of the kingdom of Buganda that on the 8th day of October 1962 were comprised in that territory, EXCLUDING THE COUNTIES OF BUYAGA AND BUGANGAZZI…” This provision alone helped ignite the 1966 fire, yet it had been agreed upon mutually in the Constitution some of us wish to see restored. Your ire against the 1967 constitution needs no explanation. But the 1995 constitution which you also detest, is the one that provides for the restoration of EBYAFFE. It was not promulgated on 8th October 1997 but on 8th October 1995 and OwanaPaedia has video of that ceremony loaded here. You advise the regime to “step down immediately and hand over power peacefully” but you do not mention to who the government should hand over power. Leaving power “to whom it may concern” will be even more disastrous than the one you are tired of. But you are spot on when you warn that "Those who do not learn from history, are doomed to repeat it." I hope there is still room for discussion of this nature and I thank you very much for being on OwanaPaedia.

Indeed I am spot on by quoting none other than the great statesman and British WWII leader Sir Winston Churchill in 1948. He said: "Those who do not learn from history are doomed to repeat it." Had this regime in Uganda learnt anything from our history, they would have stepped down a long time ago, giving way to a new regime that will do what they have failed to do for more than 34 years to date. Taking power in 1986, we expected them to look back at our history and to understand what Uganda had become and therefore why they had to resort to armed struggle, thus seizing power from the military dictatorship that preceded their regime. It was an anxious country that confronted them in 1986, demanding the restoration of our abolished institutions, the restitution of the assets of each province, which had been seized by the Central Government since 1966, but most importantly, the reinstatement of the Uganda Federation and the legitimate 1962 Constitution of Uganda in which it is enshrined - both of which had been unanimously agreed at the first Uganda Constitutional Conference, exactly a year before our independence on October 9, 1962. There is no question that they had been abrogated against our will and consent in 1967. The Prime Minister had no authority from the people to do so; nor was he appointed or elected to be President of a Republic of Uganda to which we have never prescribed. Therefore it was incumbent upon this regime in 1986 to address and, rectify what had gone wrong in our country first. Instead they simply looked the other way, coming up with their self-serving agenda and ignoring what they should have done. By refusing to listen to what we had to say, they have by default become a dictatorship against which they had fought and won. Worse still, they have had a new illegitimate republican constitution since 1997, despite most of Uganda telling the Constitutional Commission before then, that they preferred the reinstatement of the Uganda Federation and the legitimate 1962 Constitution of Uganda, with amendments if necessary, to no avail. The people have petitioned them time and time again, but this regime has adamantly refused address this matter whatsoever. Had Uganda been governed as we had agreed in 1962, we would be far ahead of where we are today. Having led the entire East Africa for 66 years since 1900, Uganda today is falling behind all her neighbours in the East African Community ( EAC ). Not only that, Uganda was ahead of Singapore, South Korea, Malaysia and Kenya in 1962. Incredible isn't it? Where do we stand in comparison to those countries today? When GOOD GOVERNANCE fails, so do the rest, as we have learnt the hard way. Without the empowerment of each one of our 15 provinces in the Uganda Federation under the legitimate 1962 Constitution of Uganda, self-government will be non-existent. By allowing the opposition access to the people, the people will make up their mind who should lead the government. Apparently this regime in Uganda does not think so - having attacked and prevented them from campaigning - for they don't believe in democracy but dictatorship. So we are back to where they started in 1986 after all. They have learnt nothing from our tragic history and therefore, I am afraid, it will inevitably be repeated.

So you mean when Umwami of Rwanda invaded Omugabe of Ankole in the 1800s and tried to steal the Ankole royal drum BAGYENDANWA, it was an in-house quarrel inside Rwanda, or that it did not even happen? I do not think you like Museveni very much. Why then are you so anxious to make him a Rwandese like you? Your answer to my humble questions will educate very many of us.
