The punishment of adultery is just as heavy as the process to convict it. You need: 4 witnesses All of them must have good eyesight and good background/trustworthy All of them need to see the act of fornication If one of them unable to confirm, the case will be dropped. You cannot spy or force your entry into the house, room or domicile of the people that are in the act. So logically, the only way to convict 2 people of adultery is if they do the act in public, like the pagans, drunks, and the adult movies actors do. The goal of the law and punishment is not to convict and kill people, it's for the society members to prevent it from happening to their friends, families and neighbours so they won't commit the sin. Yeah, I've always seen the punishment for adultery as more of a deterrent, as opposed to an actual punishment, because 4 witnesses who've seen the act without being voyeurs (who's stories have to fully corroborate with each other), is an almost impossible standard to reach.

You are wrong bro you can also carry out the punishment if the person voluntarily admits to the crime. You should make it clear, this applies to both men and women equally, and also how this crime cannot happen by accident. You have to be living in a Muslim country and be clearly aware of this law. You would also be aware that this is a very frowned upon thing in the Muslim society and to get in into that kind of situation, you would be actively seeking it. You are allowed divorce, and remarry if you are not happy with your current partner so there is no need for such a crime to take place. Also you should have made clear this punishment does not apply to unmarried people.
