Piccolo is King Piccolo. It's a very similar situation to Kid Buu becoming Uub, same soul in a new body. The difference is that Piccolo retains his memories and he made his new body a warrior type namekian so that he would be stronger and he is no longer a manifestation of evil which is why he was able to change. He is both his own father and son technically. This is why Kami never died when Goku "killed" King Piccolo, King Piccolo didn't actually die he was just reborn. Katatz was mentioned in DBZ by Guru when he recalls "the son of Katatz" escaping the great environmental disaster that wiped out most of the namekians. So this is a callback to that.

Everyone kinda forgets piccolo is basically who he was before he split with kami after fusing with him, when Piccolo talks about "his father" he means the father of "kamicolo" or the nameless "namekian"

Piccolo learned of Katatz from Nail when he fused with him on namek, Guru knew of Katatz, and that is king piccolos father, as majunior piccolo is the reincarnation of king piccolo, hence why Katatz is his father

yes and no. while piccolo is indeed the reincarnation of king piccolo and kami's other half, he is not kataz. if you remember, guru specifically calls the nameless namekian "the son of kataz", when informed about piccolo/kami's death . so no, piccolo neither is nor ever was kataz. kataz is the name of the progenitor of the nameless namekian that both kami and piccolo split from (and later reunited into again).

There is something that we have to acknowledge! Super Saiyan 3, it has never gotten a win no matter who used it. Goku could not beat Fat Buu, (he was thrashing about Fat Buu using Super Saiyan 3, but Goku was knocked out and did not see what happened in the fight between Fat Buu and Vegeta and even Majin Buu's regeneration, and even though he was a Spirit and could handle a little less energy drainage than a full mortal body, Majin Buu would likely outlast him with his stamina and regeneration if it came to that), Gotenks didn't beat Super Buu, and even got absorbed by Super Buu, and Super Saiyan 3 Goku did not beat Kid Buu, he was draining too much energy, and Kid Buu was going to outlast him, with his great stamina and regeneration, and even at the last scene with the Spirit Bomb Goku even acknowledges that the battle with Kid Buu was not a one on one fight, and Super Saiyan 3 Goku lost against Beerus. Vegeta is the only character who has gotten a win in Super Saiyan 3 in this fight against Tamagami 2!!

Vegeta SS3 actually put on a spotlight why the transformation is simply not worth it, he used it's ludicrous boost in power basically as a bluff, tamagami 2 took several hits but at the end was still more than capable of keep on fighting, he gave up only after realizing a long term battle would inevitably end in his defeat, but that's the thing SS3 can't sustain a long battle if the contest for the dragon balls were not an sparing match but a death match vegeta would run out of gas way before he could deal enough damage to end Tamagami No2
