Thats why you need a bit with reins on a horse. Once that horse took off and started bucking he had no control of the head. A horse bucks to its highest when its allowed to drop its head to the ground which was the beginning of an involuntary dismount for the rider. Head control and having both feet secured snug in the stirrups is what gives the rider balance and the best chance of staying on a bucking horse.
