OHOH! There's actually a short story focusing on Havoc after his discharge from the hospital and him prepping to help Mustang and the tear gas didn't come from Xing, he literally reverse engineered it in his garage and made them himself b/c he couldn't just import them (it would be suspicious to suddenly start importing weapons). He imported the pappers but actually making them was done by him. And no, the pale soldiers aren't chimeras. Chimeras are fusions of two or more different things. These are, like really weak homunculus, they're artificial bodies with a single soul implanted in them. Actually you were close with your first guess! FMA:B came out in 2009(April 2009-July 2010), episode 52 came out in 2010. And Scar does know that Envy was the cause of the war, Ed mentioned it way back when they met Father.
