March 21st 2020 for the Salem planning bhad a meeting about a possible apartment building being built in a high flood zone and heavily populated area with already existing parking and traffic problems. With people from the public objecting to this building being approved, the chair of the board Bill Gri est did not like the tone and what was being said by the opposing view. So Bill interrupted the man, caused a short back and forth and then Bill ordered him to be muted. He also do this to a woman 2 speakers later, after he found her comments to be offensive.
The city solicitor was contacted the next matter was not being resolved period so the woman that was interrupted and then muted contact of the ACLU of Massachusetts. The ACLU of Massachusetts reviewed the footage and came to the conclusion that the planning board was in violation of the 1st amendment. Which then followed up with a letter sent to the city of Salem and the chair of the planning board. That letter demanded that the chair of the blending board apologized to the people that were interrupted and muted, and also to cease and desist all future behavior that would violate anyone's 1st amendment right.
