It is regretted that MPs have decided to go blind with achievements Devolution has brought to the country. Devolution has done much in improving the lives of the hustlers, the people in the Counties/Mashinane. The Na has become too insensitive to deny our devolved units the much needed money to help boost development in the grassroots.

There are too many national government issues that are jointly being implemented with counties and require additional money. How will they cater for additional non-discritionary expenditures arising from these new obligations to the counties.

The most painful thing is that farmers are mainly from Riftvalley and Central Kenya and they are the ones who have been affected by the sale fo the fake fertilizer. Although the country will suffer from food shortage due to sale of fake fertilizer, these two communities will be the primary victims ofthis scandal. Now you can understand why Mtukutu Lies Kaunda Uongoman has ever never wanted maize to be planted in Kenya from the time he was implicated into the maize scandal during Kibaki government.
