Those 89 Batman toys were freaking awesome. I was 7 years old when these came out and if I remember correctly the VHS came out around Christmas, Batman was everywhere.

The figure you thought was Scott Summers is Peter Parker from the 90s animated series toy line from toybiz. His only accessory is a black camera with a brown cloth neck strap.

I was lucky enough to get this for Christmas in 1989 along with Batman, Joker, and Penguin and Robin figures that were also made by Toy Biz but were not directly connected to the 1989 movie collection. Had to get the Batmobile later as well as several other villians and kept collecting through Batman Returns and a while after.
