Im replying late but that pistol is a variant of the Liberty gun called "Seraph". It's Padre's gun and you obtain it by completing all of his gigs (in Heywood mostly).

probably at the endgame with best gear like he has it rly doesnt matter. im playing normal and comparing to easy i can feel a hughe step in difficulty but at lvl 18 with mediocre gear. i bet that at endgame with 40-50lvl and good gear it wont matter that much cuz u will bust enemies like he does. or maybe not. i never tried the hardest diff..
