they’re not remarking their eye bags, they’re making their under eye fat stand out more. people usually call it “aegyo-sal”. many people do this because it’s believed to give them a more youthful look. usually you’ll see it most in (east(?)) asian makeup since it is apart of the beauty standard and highly sought after
