Try updating ur bios on that pc, because that can help a lot with boot times and just performance in general. You can also try reinstalling windows to get rid of any bloat that may have come with the pc.

hey! so your PC taking forever to boot could be the cause of your storage! If you have a hard drive, it DRASTICALLY slows down ur pc. you can fix this by moving your data from your hard drive to an nvme ssd! if you want a specific model i would say get Samsung 980 or 990 pros, or get some crucial P3+. If you are doing content creation, I would reccomend 2 Terabytes!
