Actually the little eye bag thing you do is a pretty popular korean makeup technique right now called aegyo-sal thats supposed to emphasize the little undereye pouch. Puppy dog and straight eyeliner is also more popular with korean makeup so I honestly think you'd like some korean makeup looks that lean on the cuter softer side than american/glam makeup :)

honestly my tip for mascara is using a clear mascara (or an eyelash primer) at the start of my makeup and it makes my eyelashes so much longer and more defined

i had the same issue. hard water makes me break out if your switching what water you use to wash your face with it can trigger break out! try the brand cleure. its the most gental , pure products you can have and they have makeup also.
