They should buff Alex by making her only get dragons over tier 3, there are too many dragons in the lower tiers to ever make her skill good.

That would be too consistent. 42 tier 1 dragons 36 tier 2. Remaining tiers 45 + 24 + 18 + 7. So would be 94 total with 78 removed from the pool. Excluding tier 1 dragons would probably be enough.
