Frieza's Golden Form is stronger than Super Saiyan Blue but he just wasn't used to the form yet as they explained that is why he wasn't able to kill both Goku and Vegeta because if he got used to it before coming to earth he would of killed them both easily.

That's a bit over kill, he was stronger in the short term and of course if he took more time could have compensated but that would also mean Goku and Vegeta would be stronger as well with the extra time.
