That’s because you don’t understand what that statement means. It doesn’t mean that simply existing at a lighter weight magically gives you more skill somehow, and that if you gain weight and move up a weight class you’re now less skilled. What he means is that existing in a lighter weight class and having to train and compete there for a long time tends to force you to acquire more skill over your career, since KOs are less common at lighter weight classes and therefore more skills are required to win a fight. Given that Jon Jones trained and fought at light heavyweight almost his entire career, he has already acquired all those skills and they don’t just disappear. (Yes, I know that certain things like speed and agility often decrease when you move up a weight class. But we’re talking about skills, not physical attributes like speed.)
