Nah, It's basically to remove all the low quality apps or non supported one in this case. It's better for the overall ecosystem, Apple does some what same. You gotta pay 7k/year at Apple, if not then your account is terminated in 180 days.

@@rohitpillai they already have a process to clean up the play store. They will remove apps that are stale for too long this is not about removing apps this is completely removing accounts and then making devs pay again for a lifetime account. It's a money grab. They also can suspend accounts and have the dev have to reactivate their account when they are back active, but they wouldn't get any money out of that solution.

Nope, you can't, if your account get suspend or closed permanently then you can't recover your apps.
