I imagine Ms Joke would always try to drag Mr Smiley to Aizawa to get him to laugh but Aizawa would erase the quirk every time they meet.

To answer your question : "Why do they keep trying to get his attention?" Mr Smiley wasn't known outside of the police department trying to arrest him, so the other cops might not have known what he looked like. But more importantly, I think it's just a reflex for heroes and cops to call out to the criminal before trying to subdue them. You're not supposed to just attack someone from nowhere, even if you are a hero attacking a known villain...Even more so when the guy is just wanted for vandalism.
