It's cold in the lower parts because cold settles, heat rises. In Washington in the apple orchards, they often have big circulating fans (wind machines) on poles in the low spots, and they run them when there's frost danger to keep the cold from settling in the valley-type areas in the orchard. They also use propane heaters in the low spots.

The guys did a great job cleaning out the high tunnels. I take the tomato plants out of my garden every year as soon as I finish picking all the tomatoes.
