Yes, -10.75 is considered legally blind. if your vision without glasses is less than 20/200 then you'll be considered legally blind. As for the Bionic lens, it seems like an interesting concept. The lens is, in the most basic form, an IOL (intraocular lens). These lenses are used to replace an occluded crystalline lens (aka cataracts). There are already lenses on the market that correct for near and far vision, I believe they are called Restore Lenses. It's a cool technology but I don't see it going mainstream for at least another 10-15 years. The initial cost is going to be such that the typical cataract patient (typically in their late 50s - mid 60s) would not want to pay. Their insurance pays for the standard lens 100% so it would take something real special to make them pay over $3000 per lens out of pocket.

@@GONEWILDFILMS No it does not. Pretty much all IOL's will outlive the person it was implanted into and they do not change shape or degrade in clarity.
