so with this strategy can you do a new campaign and set it as Max Conversions? or you will have to do clicks or manual in the beginning.

I would only recommend that if you have conversions already in that account. If it's a brand new account I would start with Maximize Clicks first. But this strategy will (and is designed to) work with Maximize Conversions once you have conversion data for Google to work with.
