just cut a piece of steel and use a rubber piece for exhaust port and for the tester it’s just pvc and a psi gauge from local hardware store!

put it at the lower end so the cylinder can get air too so you can test the cylinder too

Since you got such a nice trasmission why don't upgrade the torque pulley With a "top performance" One? It's cheap and effective, especialy With Mitsuboshi belts

is it necessary to add oil to a stock 2 stroke scooter

If you have a separate oil container, then fill that up (if it works), if you don't have it then add it to the fuel tank (in a good ratio- search on the internet) (2 strokes need 2 stroke oil)
