I have filled US tax returns they don't pay anything to the IRS beacuse of their witholdings and they will get refund from IRS and last year due to COVID crisis government gave some money to the residents of US and if u r going on F1 Visa you are non resident to US but You can file Resident tax return ( beacuse of treaty between US and India). You need to pay Federal and State taxes and they are some states which are tax free States just we need to pay only federal taxes.
