i think he was counting on being able to catch them and wipe them when they rushed through jungle to contest drag. but there's really no reason to make that play when you can just take the free objective and reset. It's not like the team was on a timer or they were behind in gold and needed a comeback play or something. just a greedy play

First one will instantly go off, second is still delayed by the normal timer.

It's never been that they both explode immediately. It's always the first goes off, stuns the target, and the second goes off after the second delay. With enough CD and patience, you can keep someone doubled bombed permanently thanks to Q and W CD.
