That Freedom Cry clip is a bug. He's supposed to investigate you, but because Ubisoft mandates their games don't have a polish phase, you've somehow gotten him stuck and unable to be SSI lured. Your ability to manipulate enemy behavior when the meter is working correctly is an intended feature

I'm generally good at games but I found this game incredibly hard. Maybe I just missed something basic but even the first mission was unbearably frustrating. Maybe I need another go at it though based on what you're saying here.
