How do you make the colors blend by just dropping the color into the picture

He has edited out all the painting/blending/smudging, along with the color picking, layer selection, undos etc. Personally, I think it would be better to keep all the real process in there, as removing them gives an unrealistic impression of the process, but it's his choice.

You probably already know it by now But it's procreate! It's not an animation app, It's a digital illustration app but it does have an animation feature. Excited to test it out, waiting for my ipad this year!
