Fyi: about power outages, like you said siargao is a small island which means that the maintenance equiptment and parts of the power plant supplying the island needs to be shipped in the island from the mainland. Also since it's a small island it would be hard to construct a huge power plant that would be more stable unlike ukraine where cities and regions are connected by land where supplies can be driven to and fro, Supplies there needs to be shipped. If the government wanted to develop siargao into into a more modern type place then the place will not be the same most of the trees and land etc. Would need to be demolished and developed. Then it will lose it's unique natural beauty. If the govrnment connects siargao by bridge to cagayan or the mainland, then the power outages would be minimal since they can connect the small island to the power grid of the mainland.

so sometimes there is no electricity in Siargao because it is far from the main island in Mindanao. power lines are still being built going to siargao island

Especially now, people haven't electricity since the start of December. I was lucky to visit it in November. So sad people are without electricity and water😥
