No, not exactly. This may be the case possible, but western turks are directly related to north caucasia in history as khazar kaghanate, avar / pechenek etc. central asian saka originated tribes. Also, there are still lots of turkic people like balkar, karachay, kumuk, nogay, tatar, bashkir in north caucasia. Look at the history!
